How to play "City" on Metal Gear Online.?

I have seen game types (Man Made) called "City", I know how to play "Prison" (Very Good at it) but how do you play "City"? I does not make sense in the descriptions on the bottom of the screen when you scroll over the game name.

its basicallt like free roam prison. 1 person is mayor blue is police and red are civilians. just mess around and do everyday stuff (verthrow mayor) lol
